Turhan E. Robinson has over 24 years of experience as a government legal counsel to federal and state agencies. His primary legal area of concentration has been procurement law and litigation of contract and procurement disputes.

Mr. Robinson was appointed Assistant Attorney General in the Maryland Department of Human Resources in 1997. In 2005, he was assigned to be the Deputy Counsel to the Department of General Services, where he successfully litigated contract disputes before the Maryland Board of Contract Appeals. He was promoted by the Attorney General to be Principal Counsel to the Maryland Transit Administration in 2011; he returned to the Department of General Services as Principal Counsel in 2013. Mr. Robinson’s staff of attorneys provide legal support for procurement and contract management, real estate transactions, property management, state-wide energy performance and conservation, building design and construction, police/building security, torts and personnel issues. 

Prior to joining state government, Mr. Robinson was an Assistant General Counsel in the Office of General Counsel, U.S. General Services Administration. He successfully represented the federal government in contract disputes (bid protests and claims) before Boards of Contract Appeals and the federal courts. His service was marked by agency awards and the Office of Inspector General Award for cost savings on federal contracts. 

Mr. Robinson is an Army veteran, having retired as a highly decorated officer in 1990. His career focused on the procurement and administration of high-value contracts to include missile and weapons systems. After retiring from the Army, he attended and graduated from the University Of Florida College Of Law.   

Mr. Robinson was appointed in 2002 to be Civilian Aide to the Secretary of the Army, an uncompensated Three Star General position. He was elevated to Senior Civilian Aide to the Secretary of the Army in 2016.  Mr. Robinson is also involved in numerous non-profit activities.
