Overview
The Maryland Statewide Fuel Management Program (“the program") allows state agencies, local governments, and non-profit agencies (“the customer") to utilize statewide contracts to purchase various fuel types, including gasoline, diesel, E-85, heating fuel, and Diesel Exhaust Fuel (DEF). Participation in the program helps to streamline the fuel procurement and delivery process, achieve operational efficiencies, ensure environmental and maintenance compliance, and reduce fuel costs. The Maryland Department of General Services (DGS) procures and oversees the program and applicable contracts.
The program annually dispenses, on average, 20 million gallons of fuel for approximately 470 fuel sites across the State of Maryland, supporting various customers' daily operations and core functions.
Maryland Statewide Fuel Management Program Contracts
The Maryland Statewide Fuel Management Program includes two contracts:
- Consigned Fuel and Maintenance Contract
- Bulk Fuel and Diesel Exhaust Fuel (DEF) Contract
The Consigned Fuel and Maintenance Contract enables fuel to be dispensed and directly billed to the customer (participant). This contract also provides access to various fuel-related maintenance services that are directly billed to the customer from the vendor on a biweekly basis. Pricing is adjusted daily based on the Oil Price Information Index (OPIS). Through specialized fuel keys (Prokee) assigned to vehicles and personal identification numbers (PIN), customers can track fuel and maintenance usage by organization, vehicle, driver, and fuel site. Consigned fuel is offered at approximately 120 locations.
The Bulk and DEF Contract enables the bulk purchase and delivery of fuel products, including gasoline, diesel, biodiesel, ethanol E-85, heating oil, and diesel exhaust fuel. Customers can order fuel on an as-needed basis to approximately 350 locations. The pricing is based on the Oil Price Information Index (OPIS) on the day of delivery.
