Executive Staff

Jack Howard has a proven track record in program administration and departmental operations management. He has extensive experience as an executive manager with a demonstrated ability to deliver mission-critical results. 

As Assistant Secretary for Administration, the following departments will report to Mr. Howard: Capital Grants & Loans, Inventory Standards, Technology Services, MBE & Small Business Outreach and Training, Marketing, and Mailroom Operations. Mr. Howard will also coordinate and implement special projects. 

Prior to being named Assistant Secretary for Administration, Mr. Howard served as Director, Office of Business Programs, for General Services for two years. In that role, he was responsible for increasing the percentage of contracts awarded to small, local, minority, women and veteran-owned businesses. As he addressed the procurement needs of other divisions, he gained a deep working knowledge of their roles and responsibilities.

Before he joined the Department of General Services, Mr. Howard was Managing Partner and President of Newton & Associates, Inc., a business development, marketing and communications consulting firm in Virginia Beach, VA. He also served as Regional Bureau Chief & Director of SWaM (Small Woman and Minority-owned) program outreach for the Virginia Department of Minority Business Enterprise and the Virginia Department of Small Business and Supplier Diversity. 

Mr. Howard earned a B.A. in Political Science and History from Mississippi College in Mississippi. He is a veteran of the U.S. Navy, where he served honorably on active duty and in the U.S. Navy Reserves for five years.
