Mr. Gleason currently serves as the senior procurement executive for the State of Maryland and is assisting the state modernize and transform its procurement processes, develop a career procurement workforce, create a new Maryland Procurement Academy, and design and implement a new eMaryland Marketplace Advantage (“eMMA”) eProcurement program to be used by all state public bodies.
Robert was formerly senior procurement officer for the Commonwealth of Virginia, and managed that state’s enterprise eProcurement program, known as "eVA". He has over twenty-five years in public and private purchasing and is a US Certified Public Purchasing Officer (CPPO), with certifications also as a Virginia Contracting Master (VCM) and Contracting Officer (VCO). He has had responsibilities as an agency procurement director to deliver enterprise-wide goods and services, state and federal surplus property programs and worked for the CIO as an IT Contracting Officer and Contracts Manager. He was also a Procurement Review Manager, and reviewed compliance and promoted best practices for effectiveness and efficiency improvements in all state agency operations.
Before joining government, he was a chief procurement officer for an international non-governmental organization (NGO) that operates in over 20 countries and worked briefly also with Circuit City Stores, Inc. Bob served twelve years in the U.S. Army Field Artillery and with NATO’s Central Army Group. He is currently a member of the National Institute of Governmental Purchasing (NIGP, as well the National Association of State Procurement Officers (NASPO) and serves on their board representing Maryland. He is also Vice Chair for the Universal Public Procurement Certification Council (UPPCC), which governs and administers the Certified Public Procurement Officer (CPPO) and Certified Professional Public Buyer (CPPB) certification programs and previously served on the board with NASPO’s ValuePoint cooperative purchasing program, which facilitates joint public procurement activities and cooperative agreements through a “lead”-state sourcing team cooperative contracting model.
