Executive Staff

Courtney League has over 35 years of experience in the construction industry that includes design development, project management, business development, program administration, operations management, and procurement of goods and services.

Prior to joining the Department of General Services Office of Design, Construction & Energy (DGS-DCE), Courtney was a Project Manager for a local custom home builder, owned a general contracting company, developed affordable housing in Baltimore City with a non-profit organization, and oversaw a team of Project Managers and Inspection staff for the Housing Authority of Baltimore City.  Courtney started with DGS-DCE in 2013 as a Project Manager, was promoted to Chief of Facilities Engineering in 2018, advanced to the position of Director of Operations in 2021, and was named Acting Assistant Secretary of Design, Construction & Energy in 2022.

As Acting Assistant Secretary Courtney will be responsible for the management of Statewide and agency specific capital construction, facility renewal projects, installation of EV infrastructure, and energy performance contracts totaling over $150M dollars annually. He will also have oversight of State funded public school and Community College construction in coordination with the Inter-Agency Committee and the Maryland Higher Education Commission. DCE has over 100 team members that provide support to a variety of Agencies for projects located throughout the State of Maryland.  

Courtney is a graduate of Towson University where he earned a Bachelor of Science degree in Geography & Environmental Planning with a minor in Geographic Information Systems. Courtney maintains an active General Contractor license and is certified in Sustainable Housing practices.
