Hearing Accessibility Advisory Board

​The Hearing Accessibility Advisory Board (HAAB) was established to promote equitable access to assembly areas for individuals who are deaf or hard of hearing. The Board advises the state on assistive listening system technologies, reviews waiver applications, monitors compliance, and investigates complaints related to accessibility requirements in State-funded construction and renovation projects. Through its work, the Board helps ensure that new and renovated assembly areas are inclusive and compliant with accessibility standards.

Board Responsibilities

Consult with stakeholders—including individuals with hearing loss and advocacy organizations—to understand accessibility needs.

​Evaluate waiver requests to determine feasibility and review proposed alternatives; requests must be subm​itted in writing during the project design phase.

Recommend re​​gulations for implementing assistive listening system requirements.

Monitor compliance to ensure assistive listening systems are installed in State-funded assembly areas when required.

Investigate complaints or potential noncompliance through record review, site inspections, and stakeholder interviews.

Issue findings, notify recipients of required corrective actions, and establish deadlines for compliance.​

​The Hearing Accessibility Advisory Board is comprised of individuals with expertise in assistive listening systems and consumers who use these technologies. Members are appointed by the Secretary of the Department of General Services and represent a diverse range of perspectives, including technical specialists and individuals with lived experience of hearing loss.

Meetings

The Hearing Accessibility Advisory Board holds regular meetings to carry out its responsibilities, including reviewing waiver applications, discussing regulatory recommendations, and advising on assistive listening system implementation.
Meeting Frequency
The Board meets as necessary to review and act on issues relevant to its mission and responsibilities.​

Format
Meetings may take place virtually, in person, or in a hybrid format depending on the agenda.

Participation
Board meetings are not open to the public; however, key updates and outcomes may be shared through official channels when appropriate.
