Chichi Nyagah-Nash, as the Chief Operating Officer for the Maryland Department of General Services, Chichi is responsible for the creation of the agency’s strategic plan and its implementation in alignment with Governor Moore’s State Plan. She is responsible for the day-to-day operations across the agency, in particular in areas where cross-collaboration across divisions is necessary.
During a brief foray back into the private sector, Chichi served as the Chief of Staff and Chief People Officer for Whitebox (a Baltimore based tech startup), where she was responsible for facilitating the execution of various strategic initiatives, while overseeing the Human Resources department, and developing and implementing the company’s talent strategy.
Prior to this role, Chichi served the City of Baltimore for 10 years, most recently in Mayor Brandon Scott’s administration as the Deputy City Administrator, a position in which she had oversight over the activities of key City agencies including Public Works, Transportation, General Services and IT. Working collaboratively with the Deputy Mayors, members of City Council, Agency leaders and external stakeholders, Chichi facilitated the execution of the Mayor’s Action Plan while managing projects and initiatives improving City operations.
Over the 10 years, she also served as the Director of the Department of General Services, an agency that is responsible for the City’s fleet of over 4,000 vehicles, 100’s of buildings and capital design and construction. Other positions she held included Director of Special Projects in the Department of Housing and Community Development, and Assistant Deputy Director in the Department of Human Resources, where she was responsible for the agency’s administrative functions, fiscal management, and information systems.
Chichi earned an undergraduate degree in International Business Administration from Alliant International University and an MBA (concentration in Human Resources) from Johns Hopkins University.
Chichi proudly waves two flags, having immigrated to the United States from Kenya when she was a 19-year-old to complete her undergraduate studies. Outside of work she serves on the boards of Business Volunteers Maryland and the University of Baltimore’s Schaefer Center for Public Policy. In 2018, Chichi was honored to be recognized by The Maryland Daily Record as one of Maryland’s Leading Women.
