Inventory Standards And Support Services

​​Inventory Standards and Support Services oversees statewide inventory management of materials, supplies, and State personal property. This program provides agencies with technical automated inventory control assistance, establishes procedures, and auditing programs to assure compliance with State regulations and control standards. The program is the disposal authority for disposition of excess and surplus personal property. This Unit is responsible for the Department’s Fleet Management Program, Fixed Asset Program and the Statewide Automated Fuel Dispensing and Management System with over 100 refueling stations located in Baltimore City and every Maryland County.

FY24 Annual Inventory Reporting Process

The Department of General Services (DGS) is responsible for prescribing standards for controlling inventory as well as establishing the means for the state to determine the total values of those inventories. 

As outlined in the DGS Inventory Control Manual, state government units must submit Annual Inventory Reports based on their inventory at the end of each fiscal year. These reports cover Fixed Assets, Materials & Supplies, and Missing or Stolen Personal State Property. All Annual Reports are subject to audit.

Starting in FY24, agencies and departments will no longer submit their Annual Inventory Reports using the DGS Annual Reports mailbox. Instead, DGS will implement a new electronic process using a Google Survey for inventory data collection. This streamlined approach enhances efficiency in inventory reporting and data collection.

Effective immediately, all state agencies and departments must electronically submit their FY24 Annual Inventory Reports and supporting documentation via the FY24 Annual Inventory Reports Survey.

All Reports must be submitted by September 15th and are as follows:

  • FY24 Annual Inventory Report of Fixed Assets (Exhibit 2)
  • FY24 Annual Inventory Report of State Property Materials & Supplies (DGS-950-1)
  • FY24 Annual Inventory Report of Missing or Stolen Personal State Property (Exhibit 9)

Note that submissions to the DGS Annual Reports Mailbox will no longer be processed; all Annual Reports must be submitted using the New Electronic Process.
