Jasmine A. Clemons is a committed public servant who brings to the Department of General Services diverse and varied experience from the federal, state, and local government levels. As Assistant Secretary, she will oversee several offices and programs including asset management, fleet and fuel services, information technology, and capital grants & loans.

Jasmine previously served as the Board of Public Works Director for Comptroller Brooke E. Lierman. In that role, she managed the Comptroller's responsibilities as one of three members of the Board of Public Works, whose functions include approving most state contracts over $200,000 as well as controlling state procurement policy. Prior, Jasmine served as Chief of Policy & Recovery Impact for Baltimore County Executive John Olszewski, Jr., and led Baltimore County's successful implementation and administration of its $160 million American Rescue Plan Act COVID response funds.

After a decade in sales and management, Jasmine began her public sector career in 2016 as a Presidential Management Fellow at the Federal Transit Administration. After completing her fellowship, which included a six month detail with the Office of Management & Budget within the Executive Office of the President, she was promoted to Tribal Transit Program Manager. Jasmine oversaw the $30 million formula and $5 million competitive grant programs for federally recognized tribes to develop and improve public transportation services for tribal members and the general public.

Jasmine left the federal government to work on the 2019 Kamala Harris For the People campaign and has proudly called Baltimore her home ever since. She is a member of Alpha Kappa Alpha Sorority, Incorporated, and a board member for TurnAround, Inc., a nonprofit that provides services to those impacted by sexual violence, intimate partner violence, and human trafficking. Jasmine is a graduate of Troy University and earned her master's degree from the Rockefeller College of Public Affairs and Policy, University at Albany.​
