Colonel Glend W. McGuire Jr. has served with the Maryland Capitol Police for the past 1.5 years, bringing more than 38 years of distinguished law enforcement experience. His career includes 21 years with the Baltimore Police Department, followed by 16 years with the Maryland Transportation Authority Police, and he retired in good standing from both agencies.
Throughout his career, Colonel McGuire has held numerous command and executive leadership positions in Patrol, Training, Community Engagement, Operations, and the Criminal Investigation Bureau. His diverse assignments have included BWI Airport, Tunnel Command, Training and Recruitment, the Intercounty Connector, Quartermaster Unit, the Francis Scott Key Bridge, the Chesapeake Bay Bridge, and Internal Affairs. He has also served in specialized leadership roles as Public Information Officer, Crisis Negotiations Team Commander, and Civil Disturbance Team Commander. In addition, he has contributed to the profession as a Promotional Board member, Subject Matter Expert, and Oral Board Interview Chairperson.
For more than 30 years, Colonel McGuire has been a dedicated educator and mentor, training both law enforcement professionals and civilian audiences. He has served as an instructor for Leadership in Police Organizations (LPO), Civilian Response to Active Shooter Events (CRASE), the Maryland Police and Correctional Training Commission, the Leadership Development Institute, the International Association of Chiefs of Police (IACP), and Northwestern University's School of Police Staff and Command. He also serves as an adjunct professor at the Community College of Baltimore County, where he continues to develop the next generation of leaders.
Colonel McGuire earned both a Bachelor of Science and a Master of Science in Organizational Leadership from Johns Hopkins University. He is also a graduate of Northwestern University's School of Police Staff and Command, Class 545..
Beyond his professional accomplishments, Colonel McGuire is deeply committed to leadership, mentorship, and community service. He has shared his leadership expertise with audiences both nationally and internationally and continues to inspire others through his dedication to public service. He currently serves as Chairman of the Deacon Board at his church and as President of the Maryland Chapter of the National Organization of Black Law Enforcement Executives (NOBLE), where he remains committed to advancing leadership, equity, and excellence in the law enforcement profession.
