Executive Staff

Joh Sedtal is a highly accomplished executive with extensive experience in public administration, procurement, finance, and legislative affairs. As the Deputy Secretary of the Maryland Department of General Services, he plays a pivotal role in overseeing the agency’s tactical and operational functions. Working closely with the Secretary and Assistant Secretaries, Joh provides strategic leadership and ensures the execution of DGS's mission to support the State of Maryland’s infrastructure and operational needs. 

Known for managing large-scale budgets and diverse operational divisions, Joh has consistently demonstrated strong leadership in developing and implementing policy, streamlining government operations, and ensuring fiscal accountability for agencies with multi-billion dollar scopes. As a cross-functional leader, Joh addresses and resolves complex challenges across DGS divisions. He aligns the agency’s initiatives with the Governor’s priorities and ensures that DGS operates effectively as the premier partner to all state agencies, delivering support, expertise, and essential services to facilitate their missions on behalf of the citizens of Maryland.

Prior to this role, Joh served as the Deputy Secretary of Administration for the Maryland Department of Public Safety and Correctional Services. In that position, he had oversight of key divisions including procurement, finance, human resources, labor relations, real estate, and the Office of Inspector General. He served as a key advisor to the Secretary, managed the department’s $1.7B budget, and maintained interagency relationships across a variety of impactful projects and initiatives. 

His professional background is defined by high-level procurement and administrative leadership across major government entities in Maryland and the City of Baltimore. He has deep expertise in managing Minority Business Enterprise efforts, vendor negotiations, and managing and presenting items before the Board of Public Works. Beyond his core administrative roles, Joh also has a foundation in political strategy and legislative analysis, having managed two campaigns for statewide office and served as a fellow in state and federal legislative bodies.  

A proud resident of Baltimore City, Joh holds an undergraduate degree in Classics from Tulane University and a Juris Doctor from the University of Maryland Francis King Carey School of Law. Most weekends, he can be found chauffeuring his precocious preschooler.
